However, a recently passed budget reconciliation bill in the House of Representatives now threatens to derail this progress as it moves to the Senate for consideration. Among the most damaging provisions are the immediate termination of two critical clean energy tax incentives:
- The Section 25D Residential Solar Tax Credit (30% of project costs) — ending December 31, 2025
- The Section 48E Commercial Solar Tax Credit (30% of project costs) — ending 60 days after the bill’s passage
These abrupt policy changes, with no reasonable phase-out period, will create chaos for thousands of clean energy companies—from local installers like OnSite Energy, to national manufacturers that have invested billions in U.S. production and jobs. For many, this provides neither adequate time to adapt nor a viable path forward.
Even more concerning, countless American families and businesses who have chosen solar and storage as the most cost-effective, rapidly deployable sources of American-made energy may be priced out of the transition entirely—disincentivized by short-sighted federal policy.

Please join us in standing up for clean energy and urging the U.S. Senate to preserve the 25D and 48E tax credits. Here’s how you can take action:
- Send an email to the Senate staffers listed below and attach these documents:
- Amendment request outline from Amicus Solar (our member cooperative)
- Support letter co-signed by 1,500 solar installation companies (compiled by Enphase Energy)
- Call their offices and leave a brief message reiterating key points from the Amicus materials.
- Sign and submit this form from the Solar Energy Industries Association to amplify our collective voice.
